Look for legal counsel to review my case and advise ,can you assist?

Additional Details:
My car was victim of a hit and run by my neighbor. I have the event of video camera, it was at night
and you can not see his face. However the camera shows him driving past my house, pulling to the
curb, sitting their for 30 seconds to make sure no one was outside their houses watching, turning
off his vehicle lights and backing into our car. I saved 18 hours of video which shows his vehicle
did not move until the next day when he walked in between both vehicles to look at the damage then
drove off. I was out of town and did when he did this. He left no letter and I gave him two days
to inform me of what he did, I then asked him and he denied it so I called the police, the came out
took pictures found paint from my car on his. He denied it to the, they called him on it and filed
it as hit and run. His insurance sent a letter stating they will not pay because he denies hitting
my car.

Get a repair estimate for your car and present it to him, If he and his insurance won't pay it, sue him in Small Claims court. No party can have an attorney in small claims court - it is just the parties themselves. You will need to have the police lab person who matched the paint and the damage to the two cars come and testify.

Don't be looking for more than the cost of repair of your car and fair rental value while the car is in the shop. There will be no recovery for inconvenience or "affront", no additional "punishment" because he did not report the accident.
